
In a major step toward improving public service delivery, the state of Himachal Pradesh has launched a new ration distribution system using mobile-based facial recognition technology . The initiative aims to benefit citizens who are unable to visit ration shops due to physical limitations, ensuring they receive their monthly supplies without difficulty.
From today, the system has been rolled out across the state, covering approximately 19.65 lakh ration cardholders . Under the new process, beneficiaries will no longer rely on fingerprint scanning or OTP verification to collect their rations. Instead, authorized dealers will use mobile devices equipped with face recognition software to authenticate identity and dispense the allocated quota.
For elderly or differently-abled individuals who cannot travel to depots, fair price shop operators will now visit their homes to complete the verification and delivery process. This approach is expected to eliminate long queues and reduce dependency on functional biometric machines or active mobile numbers.
The Food and Civil Supplies Department has integrated the dealers’ smartphones with the central ration distribution system, ensuring seamless operation. The move comes after several technical issues were reported under the previous system, including failed fingerprint scans and non-receipt of OTPs.
Before its statewide rollout, the facial recognition system was tested in select districts as a pilot project , where it showed promising results. Officials have confirmed that while initial teething problems may arise, most technical glitches are expected to be resolved within three to four days.
Director of the State Food and Civil Supplies Department, Ram Kumar Gautam, emphasized that this transition marks a significant leap in making ration access more inclusive and efficient.
This reform not only enhances convenience for beneficiaries but also strengthens accountability by ensuring that food grains reach only eligible recipients.
