However, many people are still unaware of this law. As of August 31, 2024, only 1,000 lifts were registered across the state. That number has now increased to 1,900. This was stated by Dr. Abhishek Jain, Secretary of the Public Works Department, in a statement issued from Shimla.
He explained that an online portal has been created to handle all tasks related to lift approvals and licenses. The aim is to build trust among citizens about lift safety and ensure their protection. People who want to install lifts can now apply through the online citizen portal. The entire process—from registration to renewal—is now done online, including payment of fees via digital gateways. Regular inspections of lifts are also being conducted.
As per the law, every lift must display its registration and license details inside the cabin.
Notices Issued to 1,500 Unlicensed Lifts
Dr. Jain said that by June 2025, around 3,500 lift inspections had been completed, compared to only 750 inspections up to August last year. Currently, about 3,500 lifts are in operation across hotels, government offices, and other public and private buildings.
By August 2024, nearly 2,500 lifts were found to be operating without registration. Now, only about 1,500 lifts remain unregistered, and notices have already been issued to these operators.
Rs 5.58 Lakh Revenue Collected in 5 Months
He also mentioned that there has been a significant increase in revenue collection. For over 16 years after the law was introduced, only Rs 7.5 lakh had been collected. But between February 2025 and June 2025 alone, the state collected Rs 5.58 lakh.
In addition, digital record-keeping has been widely implemented. This system creates clear audit trails that help prevent illegal installations and ensure compliance with legal standards.
